Janice Phillips, Executive Director, Property Tax Department
Since 1996, Janice Phillips has managed this area of our business. During these ten years she has overseen a 33% growth in professional staff, increasing revenue by 192%. Much of this growth was accomplished by integrating continually advancing technologies to the operation, and implementing a highly disciplined and seasonally flexible support structure. Janice is also a licensed property tax consultant. She previously spent 14 years in retail banking and management.
Carl Thornton, Managing Director of Client Relations
In addition to continuing with his duties in supervising Customer Service and Collections, Carl is now also managing the Technical group (Residential and Commercial Agents, and Business Development Officers). Carl’s “mission” is to focus on Accountability and Customer (internal and external) Relations.
Previously, Carl headed the Property Tax Customer Service Center and before that, served as the Managing Director of the Appraisal Department. Carl has been with O'Connor for more than 12 years.
Clarence Cooper, Director of Client Services
Clarence Cooper supervises the technical staff of consultants, overseeing their preparation and effectiveness at formal and informal appeals at the district. He also coordinates the customer service program for new and long-term accounts, and implements training programs for junior agents to meet Texas state licensing requirements. Clarence is also Senior Licensed Property Tax Consultant.
Doug Ford, Senior Property Tax Consultant
With a 25-year background in commercial and multi-family property management, Doug Ford is a Senior Licensed Property Tax Consultant and Supervisor of the Commercial Property Tax Division. His prior skill as an analyst for apartment acquisitions has contributed to his success in assessment reductions in this specialty area. Doug is involved in the Institute of Real Estate Management and has been a director for both the San Diego County Apartment Association and the Apartment Association of Tarrant County.
Kirk Ward, Senior Property Tax Consultant
Kirk Ward has been with O’Connor for 13+ years specialized in valuing Real Estate Property throughout Texas and supervised the departmental support in Central Texas to assist in property valuation. He joined our firm after nine years with Harris County Appraisal District and is a Registered Professional Appraiser, a Certified Tax Administrator and a Senior Licensed Property Tax Consultant.
Christopher Daugherty, Business Development/Property Tax Consultant
Prior to joining our firm, Chris was a proven sales leader for several Texas mortgage-banking firms for over ten years and currently manages our high-profile commercial accounts. He is also a licensed property tax consultant and has helped clients receive significant reductions in commercial real and business personal property assessments.
Sam Sherkawy, Senior Property Tax Consultant
Sam is the guru of property tax reductions at O’Connor and focuses his efforts in the Houston and Dallas markets. Sam also assist with BPP and residential appeals. Currently Sam is completing his J.D. Law degree and will be pursuing the Texas State Bar exam soon.

Yvonne is a licensed Property Tax Consultant with O’Connor and handles the Austin/San Antonio market for the company. She has helped clients receive significant reductions in commercial and business personal property assessments. Prior to joining our firm, Yvonne was a sales leader for a wholesale banking firm for eight years. Yvonne is an active member and sits on the board of Commercial Real Estate Women (CREW Austin), and an active supporter of CCIM Institute, BOMA International, the Urban Land Institute (ULI), and the Real Estate Council of Austin (RECA).
William “Bill” Daly, Senior Property Tax Consultant
Bill is a Licensed Texas Real Estate Agent and Senior Property Tax Consultant with O’Connor.
